The meeting also reviewed preliminary PPPs, price level indexes (PLIs), and per capita real expenditure shares estimated from available data under various scenarios and compared results with 2011 ICP results to understand changes from 2011 to 2017.

The ADB ICP team ensured the quality of Indonesia’s price data for PPP estimation through a videoconference by jointly checking items that were not SPD-compliant, the highest prices in the region, and prices with large inflation differences between the CPI and ICP items. The team also examined prices of non-household items and significant changes in the GDP structure for remaining concerns.

Other topics covered the extrapolation of household price data to derive calendar year 2017 estimates, GDP expenditure weights estimation, and matters related to ICP implementation in the Lao People’s Democratic Republic.

Participants were also given the opportunity to access the ICP Global Office’s PPP eLearning course.

The price statisticians also provided their feedback on the 2017 Data Access and Archiving Policy. ADB clearly communicated parameters for intra- and inter-economy data validation to the economies.

Meeting of the Heads of Implementing Agencies: Presentation of 2021 International Comparison Program Asia Pacific Results (in-person)

The meeting updated the heads of the implementing agencies on the status of the overall progress of the 2021 International Comparison Program (ICP) cycle at the regional and global levels; presented the regional results of the 2021 ICP cycle that were endorsed by the Regional Advisory Board in its meeting on 24 April 2024; and, plans and progress of the 2024 ICP cycle in the region. The meeting of the heads of the implementing agencies endorsed the 2021 ICP regional results and revised results of the 2017 ICP. The regional results will be published in Q2 2024.

The workshop discussed the recommendations of the 2021 ICP Asia Pacific Regional Advisory Board (RAB) and the Experts Group for the estimation of the preliminary 2021 purchasing power parities (PPPs); present the new methodology for Housing comparisons endorsed by the RAB and the ICP Technical Advisory Group; present current initiatives on subnational PPPs and CPI-ICP integration; ongoing work on innovative data collection tools such as Computer-Assisted Personal Interview (CAPI) and web scraping; updating of the 2024 product lists and survey frameworks; and next steps for the 2024 ICP implementation.

In its 9-22 April 2020 VIRTUAL CONSULTATION OF THE GOVERNING BOARD IMPACT OF THE COVID-19 PANDEMIC ON THE ICP 2020 CYCLE APRIL 9-22, 2020, the Governing Board decided to move the benchmark year from 2020 to 2021, with the assumption that: i) normal statistical activities would resume in 2021, and ii) recognized the caveat of a reduced timeliness in the next ICP results and increased gap between benchmark exercises and advised to publish the results of the ICP 2021 cycle with increased timeliness to mitigate this risk.
2020 ICP for Asia and the Pacific Inception Workshop for Heads of National Implementing Agencies

The Knowledge Support and Technical Assistance 9898: 2020 International Comparison Program for Asia and the Pacific for the implementation of the 2020 ICP cycle was approved by ADB management on 18 December 2019. The TA aims to produce globally comparable measures of gross domestic product (GDP) and its components (household consumption expenditure, government consumption expenditure, gross fixed capital formation, and imports and exports) based on purchasing power parities (PPPs) for economies across the world.
Regional Technical Workshop to Review 2020 International Comparison Program Asia Pacific Household Product List and Sampling Designs for Household Price Surveys
3-6 December 2019
The meeting discussed preparatory activities for the 2020 ICP cycle. More specifically, the workshop covered: (i) review of the preliminary updated 2020 ICP Asia Pacific household list; (ii) discussion of sampling designs proposed by countries for the 2020 ICP for review of the sampling expert; (iii) discussion on the regional work program and administrative arrangements of the 2020 ICP Asia Pacific; and, (iv) review of the preliminary results of the 2017 PPPs based on latest data submissions, implementation of methodologies recommended during Experts Group Meeting and 8th Inter-agency Coordination Group meeting.
